along with soaking with PB blaster or similar  solvent.

Or soak bolts, let sit, and use an impact wrench.

If  that fails try using a very small torch and heat up the area around the 
bolt,  then the above.

Thank you, Sir,  will soak  the  bolts with a can of stuff in the garage.
