[FWDLK] Of bulbs and prongs

I'm replacing some of my bulb sockets, and a question has occurred to me:
Why are the two prongs on two-element bulbs offset, making it that the bulbs
can only be put in one way?  Is there a difference between the blinking and
the parking element?  If so, how do I relate the appropriate element to the
prongs?
