IML: Carb rebuilder for 63

I had a person working "Rebuild" it for me that had worked at Holley Carb (yeah right!). Anyway it comes back and he has painted the INSIDE of the carb, so I am sure that he screwed up 90% or more of job. Suggestions? I am in KY and could travel for some expert advise or ship in to have it redone.
