On my now departed Blue low mileage 81, I fought this problem until I was
blue, in the face. Finally, I took the wheel covers all the way apart, all
96 pieces per wheel! Cleaned and waxed every one; they looked marvelous
(for a little while). Actually, they looked new for about a year after
that, because the crud rolled off pretty easy every time I washed the car.
