IML: HORN PROBLEM - 1982 Imperial

You might be a good resource to help me with my horn blowing problem on my 
1982 Imperial.

The horn always blows when the steering wheel is locked.

When I turn the steering wheel after starting the engine and while driving 
the car the horn usually will not blow - but sometimes it does?

I have decided that it is an intermittent electrical ground of the horn 
switch to the steering column but I don't know where to look to fix this 
ground problem. (At the horn switch at the center of the steering wheel the 
wiring seems to be in order and properly grounded.)

Any ideas?
