If you can find a long skinny length of wood or metal that will fit
through the grille bars, you should be able to see the latch with a
flash light and push it, to open the hood.
When that happened to my '60 LeBaron, I was able to release it with a
wooden yard stick. I think that might be too big to fit through the
grille bars on a '65.
Patience is critical on this. Don't rush.

I had that happen to me on my '62. Actually on mine the little locking
barrel at the end of the cable came loose. Same result, latched hood
with no cable release.
I was able with very great difficulty to push on the latch through the
grille with my longest, skinniest screwdriver. It took me a couple
hours, but I finally got it to release. Although much of that time was
spent cursing.
