Turning the switch off makes the motor go in the opposite direction, which
then trips a switch built into the mechanism under the dash, that turns
them off once they meet the windshield.
When you turn off the switch, do they just stop dead, or do they change
direction and keep on going? If they don't change direction, the switch is
at fault. If they change direction, but don't turn off, the culprit is
likely in the motor turn off switch.
Also, I believe that there is an error in the shop manual wiring diagram
concerning the wires that connect to the switch. I recall that either a
pink or purple wire isn't showing correctly. You may discover that is the
problem unless you marked everything before you took it apart.
John is right, the Coordinated Washer can also be causing trouble, but any
trouble I have had with it has been different than what you have explained
so far.

I have two wiper switches and I've disassembled each, cleaned, and relubed

one (just a dab of silicone). Both switches look to be in excellent
condition
and it's hard to believe both would be malfunctioning the same way. I
kept
checking the wiring connections, I'm sure they are right but you never
know....I'll check that again. It sounds like it might be in the motor
though
(ugh). I didn't look that closely at the wiper assembly portion in the
service
manual, that will be my next study assignment.
