Did you disconnect anything else related to the wipers? I attempted to get
mine to work one time & discovered that when you press the wash button, it
made the wipers come on with the switch in the off position. There is also a
coordinating switch under the dash that ties into the system. If there is
vacuum going to the system, that may also affect the operation.

Thanks for the replies. Maybe with the long weekend I'll get brave and
tackle this again.
I have two wiper switches and I've disassembled each, cleaned, and relubed
each one (just a dab of silicone). Both switches look to be in excellent
condition and it's hard to believe both would be malfunctioning the same
way. I kept checking the wiring connections, I'm sure they are right but
you never know....I'll check that again. It sounds like it might be in the
motor though (ugh). I didn't look that closely at the wiper assembly
portion in the service manual, that will be my next study assignment.
