The shop manual explains how to work the air out of the lines. I think
it says to turn the wheel a few times in either direction. Its probably
best to allow it to work itself out, unless the sound is really
bothering you.
Another cause of this same problem can be a replacement pressure side
hose. I have heard that the original hose incorporated some sort of
valve or other configuration that the new one does not. The
replacements listed for these cars in the 1970's caused groaning, and
no amount of bleeded air out of the system would make it go away.
If this is the problem, you might be able to obtain an original style
hose, and have it rebuilt with the original hardware. It could make a
difference. This procedure has been discussed here before and may be in
the OIC archives.

Not being there, I can't say for sure, but I would guess that you are
either listening to a loose belt, or air in the lines. These two sounds
are completely different. The air sound is more of a groan than a
grind. The belt sound is more of a squeal. Most of those have dual
belts going to the generator/power steering pump and they really need
to be a matched pair. if not one is tight and the other could be loose,
making the noise.

My power steering fluid is full in the receptacle but I hear a
“grinding” noise as though it were low on fluid when turning the
steering wheel. It is worse when the engine is cold but it just about
always sounds off when turning. Suggestions?
