I have one of those and use it as an
applicator/remover for wax, for which it is well
suited.    

They are completely different tools, made for
different challenges, and will yeild entirely
different results.  

The $40 unit will not truly polish a coarse painted
surface (unless it's in the same position for a LONG
time, and that is why the buffer and its attendant
attachments and polishes exist and is the primary tool
used in the detailing industry.
