Could it be the power steering pump? They can whine very loud if low on
power steering fluid.

Indicative of most all Chryslers I have encountered, two unique conditions
exist - 1) the distinct sound of the starter and or engine while turning
over just before ignition, and 2) a constant "whine" while motoring down the
highway which increases and changes intonation as the vehicle's speed
changes. My question is this - the rotational "whine", perhaps from the
tranny or drive shaft - Is that something that can be indicative of a
componet about to fail? I had the tranny rebuilt upon purchasing vehicle,
sodoubt if the noise is transmission failure about to happen. Any thoughts
