In the FSM, it states a minimum turn down thickness. 
As long as you don't go thinner than that, you're
fine.  Even if all of the gouges aren't completely
removed by turning down this much, it will be better,
and perhaps liveable until you can save up $400 for a
new set of rotors.

(And frankly, the minimum thickness is conservative. 
I ran a set of rotors a good 0.050" thinner than
minimum spec for over 10,000 miles and they were fine.
 And I do not drive in the old granny style.)
