Are you sure that all the wires are connected properly? I believe, the
parking process actually reverses the motor, causing it to flip a
switch built into/or attached to the motor simultaneously with the
wipers meeting the bottom of the windshield, and then shut off.
It should be possible to obtain another wiper motor w/linkage from
Imperial Heaven. I did this job years ago and it wasn't easy.

Subject: IML: More '60 wipers
Tonight I reassembled the original 1960 wiper switch after cleaning all
the
contacts and put it back in the car. Now I can't get the wipers to
park at all.
They stop where ever they happen to be when I turn the switch off.
I then took out the 1960 switch and installed the 1962 switch which I
had
already disassembled and cleaned....I get the same "no parking" problem.
Prior to fiddling with either of the switches, the wipers, on ocassion,
either
wouldn't turn off when I turned the switch off and/or wouldn't park
properly.
Usually it would starting behaving again fairly quickly.
Does anyone have an idea what could be causing this? The service
manual is
lacking in much help.
Thanks,
Donn Reese
