Sure it can.
I once had a Buick V6 and I chopped off the exhaust outlets to enable
me to re-route the exhausts from the rear to the front exits.
I swapped the left side manifold to the right side, and the right side
to the left.
I ground each side to a bevel, and welded it up with nickle rods. .No
preheating, etc.
Just welded them up.
Those manifold outlets never turned loose.
That was 40 yrs ago.
They make cast iron rods now.
