If you do it on the ground you have the added resistance of the static
weight of the car added to the torsional resistance of the t-bar.
That makes it harder on bolt life as well as your muscles.
If you look at the factory service manual it will also direct you to get
the wheels off the ground before you turn the adjuster.
You better have a good arm and a strong wrench.

There is no adjustment on the torsion bars. Are you refering to the
suspension height adjustment? The bolt in the LCA? If so, leave the
car on the ground. By moving this adjustment your camber and castor
adjustments will be changed.
