New Timing Chain Issue

I bought an HD timing chain for my Coronet, but the upper sprocket is
very tight on the cam and the bottom sprocket won't go over the
step-up on the crank more than ~1/4". I have de-burred the edge of the
hole just in case but it didn't help much. Any ideas? Is the sprocket
machined wrong?
