At 9:07 of the video Lou asks "What is That"? The answer was that it is a bumper guard. Not a correct description or answer. I believe it is an "Overrider". A device that was used beginning in the 1920's before bumper heights were standardized. It was used to prevent the bumper of another car from "overriding" your bumper which usually caused the two cars to lock together and would require a jack to seperate them. 
Bumper guards are in front of the bumper and are used to in fact, "protect the bumper".
