If the 64 and 61 & 62 columns are the same you need a rubber isolator replacement on the end of the shaft that goes into the box. When this deteriorates you get undesirable movement of the steering wheel. In my case it felt as though the wheel was not on tight. The shop manual shows the isolator but never mentions it.
Don Verity fixed mine in a couple hours, made an unenjoyable car enjoyable. Bob Merritt has a video on this job under the title of horn ground I believe.
