YES, a pipe with cooling fins has been used by Chrysler for just that,
cooling fluids.

Just in case folks want to look for some to use, we used to have a
Sebring convertable, it had cooling on the power steering, it also had
an external cooler for tranny as well as the radiator mounted cooler.
