Any automotive paint supplier will mix your color in whatever paint product you select. I'm not sure about the '61 dash but I had to add a dulling agent to the black enamel I sprayed my '65 dash with to get the right sheen.
All you really need is the paint code. (Either an original code or equivalent) OR, If you have a sample of the original color that you can actually take to the supplier, most paint shops can scan the sample and match it.
