Would there be a Technical Service Bulletin on this ?  Also, if I look at
this issue from a *business perspective*, they were probably slated for
inclusion on the trunklid. But because of a vendor mix-up, the supply wasn't
delivered until late in the year. Subsequent to that, they were used until
supplies ran out, in which case, they were left off. Then when a new supply
arrived, they were used again. I imagine that the letters included a
template so that the holes could be drilled appropriately.

NOTE: I'm just theorizing here. Can't back any of this up. Worth thinking
about, though.
