Do not assume that just because a vendor you deal with is on Ebay and that Ebay will give you protection in event of fraud or other problems. Millions of dollars annually are lost to buyers and sometimes sellers via online auction transactions, often with no hope of recovery. Read Ebay's policies on their responsibly and also just one time go thru their procedure to file a claim(just for drill). It is somewhat like the twilight zone. They often will be of little or no assistance. The best protection is to use your Credit Card for payment. Credit Card companies in general will give you the best protection on a difficult transaction.

I know in the past that he's had a bad reputation so I avoided him until he 
had some 300 parts on Ebay. Won bid and got what I paid for plus there was 
an offer of something else I wanted. Paid for that too and got it. It 
would appear that if he advertises something on Ebay, he carries through 
when he may not on an item not so advertised. It may be the threat of being 
barred from Ebay. Who knows.
