Dave/Matt:
The headlamp switch does not make noise and replacing it will not stop it. You are hearing the oscillator in the power supply, sorta the noise older camera flashes made while charging up. My guess is the capacitor makes the noise but John Grady can confirm.
The extra ground John calls for is because if the single ground provided by Mother Mopar goes open the instruments can burn up.
